Yes and it's actually sometimes even less than 140 Euro. Recently you could get this PS3 with 2 gamepads and FIFA World Cup 2014 for 190 Euro.
The cheapest X360 I found is the 4GB version with HALO Reach for 200 Euro. Though you can also get X360 with the 250 GB disc and World of Tanks voucher or COD BlOps 2 for 215 Euro. That is a big difference no matter how you slice it.

The cheapest Ps3 I found in Europe is 269 euro which offers a 500gb version of the ps4 with uncharted 3 and two controllers.
