I think Microsoft is releasing the One in the 2nd tier countries a bit too soon

They are about 10 months too late to Tier 2.
Especially those 9 countries that were originally scheduled for Tier 1 launch, and then got delayed for no good reason.

The only thing that can entice sales in Tier 2 countries is enabling piracy like on X360.
