Games tend to run better with fewer people.
The way you balance out a lot of people without ending up with a game spanning several months is usually including a lot of killing roles. Unfortunately the end result with that is that you have a bunch of people that get to play for 1 Day and then are gone. Plus the more roles that shoot people at night, the less likely it is that the Town is getting a fair shake at winning.
So if you scale the numbers back a bit then you end up with, usually, a better setup and a list of replacements for people who have unexpected V/LA ( Vacation / Limited Access ). If we start getting near the 22 or higher mark or we have people who would have the time/inclination for both, I would consider running two smaller (11ish) games side-by-side.
