The issue is if Microsoft is fine losing money for years on Japan to get a foothold. With the 360 it seemed like they might early on, but then lost interest seeing how long a struggle it would be.
Nothing now shows me Microsoft would make a massive investment required to fund a Shenmue 3 and make wave there. They seem content to be a distant third and maybe make a little money there moving few hundred systems a week as a baseline.
