At least 5 million Playmemories (Sony sells around 13-14 million cameras a year and that service is also available on mobile)
38 million psplus users on PS3? Seems too high to me but it is not unlikely. Somehow I think PlayMemories has a lot more users than everyone would assume. Maybe there are a few other services accounted in that number like PsNow beta and some other services in Japan?
