Sometimes kind of. In some instances in gaming they work like torrents when it comes to streaming/downloading where every user gives a small piece of the data being downloaded so it improves download times. Othertimes its litteral p2p connection like in the old Halo games where users would connect to a host. They have improved it tho so now instead of just connecting to a host in a game the other players in the game also contribute some of the data taking the load off the host and cutting down on issues if say the host is laggy or disconnects.
