I"m buying it once enough exp packs restore the game to the quality Sims 2.

Isn't that really how all Sims games work though? They spend a couple years making a load of expansions meaning the next game by itself can never match up until it has it's own repertoire of expansions.

Sims 3 and 4 had less features from Sims 2's base game. And took a lot of exp packs to put those things back in. Sims 2 had to most features out of all the stock games.
