Indeed, Nintendo have always been extremely stubborn regarding region locking, theres virtually no reason, or suggestion that they're going to change that tone any time soon, and certainly not for a single model of 3DS.
I'm with Tachi on it being clickbait "rumors ive been told" for hits/followers, no doubt he'll go for the hat-trick and "leak" another "rumor" as soon as the hits/followers starts to decline again.
