That's common pricing in the UK for far off games. They have a preorder policy where you are charged the lowest amount between your order and release, if they started too low there would be no way to increase it. By starting high they can then adjust their price once they have an official release date and other retailers have announced their prices.

Pretty much.

Placeholder prices are there as a precautionary measure for retailers - so they don't get stung by pricing; to which they have to honour if its in their pre-order policy. The game (in the UK) will probably be priced around the same as a full game, or (more likely) slightly lower than rrp at ~ £40.

What if during the preorder period someone exceedes the £40? Will they be refunded?

Of course, I dunno who would be daft enough to pay £70 for a game.

Think it largely depends on the retailer. But you would usually get charged for price the game costs at time of release. If not you can always cancel and reorder at the cheaper price (to lock your preorder), or order elsewhere
