TBH, this doesn't confirm a thing. What do people think they'll get for an answer? A honest, real answer? Every time you ask something like this, they'll just refer you to the latest official announcement they made, just like in this case, or the classic 'no comment' PR bullshit. Rockstar obvious isn't gonna announce/confirm a delay in a Support Ticket. The same happened with Heists, just saying. People would ask about the release date, and Rockstar would just say what they said in their latest official statement, yet Heists got delayed over and over again.
Personally I'm still expecting a delay. Rockstar are the kings of delays, especially when it comes to GTA, and it has been too quiet IMO since the newer versions were announced. A 2014 release wouldn't surprise me much, but a 2015 release would surprise me even less.
