It's a survey rather than actual data, so whether or not it includes Steam isn't really the point. And the 2nd statement clearly says for video game systems only, so isn't counting the PC.
The basic conclusion is that there are fewer PS3 users playing online, but the ones that do play online do so for more hours per week. PS2/Wii apparently have a lot of users but they don't play many hours.
And 360 is just *the* online console by either measure.
