I have a feeling like SE specifically told these reporters to not mention what it looks like. I mean, we did get that one exception with the post on the front page. However, Kotaku and IGN have summed it up with "looks good." This guy is stating it's being rebuilt in DX11 and that's the reason it can't be on Vita.
So, we still don't know. Is it simply an upscale in resolution, or is it being rebuilt to the extent of better models using the old ones. It's not a complete rebuild obviously since they have old material to go on.

That doesn't matter. The PSP version is perfectly playable on Vita as is.

Kotaku's article explained why they chose not too release it on PSP and Vita. I'm surprised how clear cut he was about it rather than trying to spin it.
