At level 99 less than 40 magic is needed for Ultima (150 spell power) to do guaranteed 9999 damage.
To hit Terra: Step 4e. Chance to hit1. BlockValue = (255 - MBlock * 2) + 1 2. If BlockValue > 255 then BlockValue = 255 If BlockValue < 1 then BlockValue = 1 3. If ((Hit Rate * BlockValue) / 256) > [0..99] then you hit; otherwise you miss.
Max Mblock is 128%, so (for example) to have a lowly 10% chance of hitting Terra Shulk needs a ridiculous 2560% hit rate. Not happening given his hit rate formula:
Shulk has higer stats, so what? Raw stats aren't everything. He's dragged down by Xenoblade's formulas: (Strength + Weapon Damage) x (Physical Art Multiplier) = damage of that physical art Even if he gets a hit, to deal 9999 damage to Terra he needs a 500+% damage art he can use right at the start of the battle, and that's before applying defense. Just FYI enemies' defense stat in Xenoblade is zero.
