Because MS paid them a ton of money to make it a timed exclusive and its not like it wont come to the other consoles so it wont even be missing out on the extra sales from the PS4 and previous gen consoles.
This will probably be a bad deal for MS because I don't see Tomb Raider being that big of a franchise as of right now to make people buy a Xbox One just to get it a month or so earlier than on other systems. It really depends on how much MS paid for the exclusivity because I'm sure it will help boost One sales a bit but I'm not sure it will be worth the investment.
