No game on the PS3 or 360 will reach 10 million mark in its lifetime, unless they are bundled with every console.
8 to 9 million tops is what i consider to be the highest total of an individual game will reach on PS3 or 360. Being bundled though would open up the possibility of a few games on both platforms reaching 10 million. Five for PS3 with MGS 4, GTA 4, Resistance 2, GT 5 and FF XIII. Four for 360 with Halo 3, Gears of War 2, GTA 4 and COD 4.
The Wii is a different story. Wii has a much larger install base and is growing faster than its rivals and the games have very long legs. SMG, MK Wii will reach the 10 million mark on their own. Wii Sports and Wii Play have already reached 10 million.
