Monolith Soft, because the projects they have worked on which include the Xeno series, Legend Of Zelda Skyward Sword and A Link Between Worlds, Project X Zone, Baten Kaitos, Soma Bringer, Smash Bros Brawl, and Super Robot Wars (japanese mech SRPGs) OG Saga and Exceed.
Giving credit where credit is due, Rare WAS amazing. They seemed to have nose dived in quality though while Monolith is still one of the greatest devs around. If it were 7 years ago, Rare easily.
