Solution, you buy a blank PC, but every company makes a Game OS, that allows you to run on any PC!
Microsoft has - Windows
Valve has - Steam
Nintendo Has - Nintendo OS
Sony Has - Playstation OS
As for the Hardware, its co-oped by all companies, if they need a certain part to function its opened the patant to be licenced among all co-oped Holder's, thus one PC design
Grin/ there problem solved = all console system, but consumer can choose to run what ever platform he wants because all software it through the OS, but the Hardware is set inside with ever companies requirement
Costs for hardware development are split among all partners!
but cross buy and cross play among all partners are also there to be made, one design for say 6 years, and another released to be created,
aLL SOFTWARE IS DONE TO THAT SPECS.
