It's the same old story, as with Osama Bin Laden or the Talibans: following his natural imperialist and interventionist impulse to gain control over the Middle East, US trained and gave logistical and economical support to them to desestabilize Al Assad secular Regime in Syria (Yes; the armed opposition to Al Assad were mainly islamic fundamentalists supported by the EU and US). Then, taking advantage of the weakness of the Irak military and administration (caused by the US invasion), the ISIS took control of several key areas and military quarters in the north of the country, getting more and better equipment. This is also what happened in Libya: US and the EU supported the armed oppostion composed by muslim fundamentalists and muslim mercenaries. When they were succesful in overthrowing Gaddafi, part of them moved to Mali, seized control of the north of the country and imposed an islamic sharia state there, forcing France to intervene.

So, as previously said, it is the same old story: western, imperialist, capitalist governments give weapons and economical, logistical and political support to fundamentalists to attack communist, socialist and secular states (usually pretending to get control of the area through new puppet governments, in order to exploit their natural resources, mainly petroleum and gas, or to get new possitions against powers like China or Russia). Then they and their citizens get what they have planted in the form of radicals getting to power, innocent people geting displaced or murdered, regions being desestabilized and western citizens getting kidnapped and killed.

TL,DR: It is US and EU fault. These bastards (ISIS, Al Qaeda, etc.) didn't had power when they were under control of the former Afghanistan, Irak and Syrian regimes, and they only got weapons and money when US and EU governments started desestabilizing countries and supporting them in pursuit of their own economical or geopolitical interests.
