For PS4 owners, PS3 games can't be downloaded because of the different architecture between CELL and X86. Streaming the games can overcome this issue; (in other words, backward compatibility)
For people who don't own a console period, streaming is the ONLY way to be able to play games on an otherwise non-gaming platform or where these games weren't licensed (PC gamers being able to play SONY exclusives through PSNow)
