Other than how graphically demanding going from High to Very High/Ultra gets on the GPU in modern games (not to mention Uber-Sampling in Witcher 2) for often a minimal level of graphical performance, the bottleneck is the CPU performance in PS4/XB1 consoles:

Balazs Torok: The slower clock speeds are not really a problem in terms of thread management, but they are definitely problematic in terms of performance. Optimizing the CPU side is definitely one of the challenges we have to tackle to be able to run our game on the consoles.

I think even without 1080p, this will be a beautiful game until we see 1st party exclusives from XB1/PS4 that will take the graphics crown.
