Only Opinion cannot be proven as fact. As long as something is provable, in that it can be proven false or true, it is a factual claim.

That being said, a false claim while technically a fact, holds no weight whatsoever. But just like whether a statement is true or not, to say something is false it must be proven to be false.

So rather than assuming validity and factualness are the same thing, you would want to ask "Does PR holds less weight if it can't be proven as true", which doesn't necessarily means its false. I would say yes, because in that case its not wholly provable, and is like an opinion except it can be proven wrong.

Bolded is problematic. Especially in the context of PR. That would take unlimited trust.

With my question I was regarding statements that might be fact and might be proven as such but not in an appropriate timeframe to keep its relevance.

So what is your stance on default weight of unprovable possible facts? On a scale of 0 to 1. With 0 being dismissable and 1 being absolute trust.

This is to be taken also in the context of the initial level of majority public perception and trust.
