I'm going with GTA4 it's going to be either that or MGS4.
GOTY isn't just about the "game" per se. But there are a lot of other factors: hype, if it lived up to the hype, exceeded the hype, etc.
Actually throw Gears 2 in there, Bank on it for one of those 3 but if I had to put money down right now (which I wouldn't because we haven't even SEEN Gears 2 or other games). I'd go with GTA4 all off of the impressions on what they did to make the series BETTER from kotaku's hands on with it
