While it will not cause a physical dependency like heroin or barbituates,  it can cause a psychological dependency that manifests with physical symptoms.   People dont understand what that really means and what it takes to develope, and even what the symptoms are.    Your average joe smoking a joint on the weekend will not get addicted.  the person who will is the one that gets high 4-5 times a day, every day.   This still doesnt mean though that people will be going crazy attacking people or stealing to get more.  withdrawl includes agitation, restlessness, anxiety, loss of appetite, head ache and trouble sleeping.   They are generally very mild and will disepate in a few weeks.

Apparently, around 20% of daily users will develope a physical dependency as well.
