It's better than the alternative for people like me: nothing. At least they could offer both options or only require partial downloads like "play as you download" works.

Your internet connection is good enough for "play as you download" but not good enough for streaming? 

Either way, you are taking away the convenient part of the service from both SONY and the consumers. This feature is great because of its instantaneity.
