Wow, you are looking far too much into this...
Microsoft is offering a piece of cloth and a deck of cards with the collector's edition. I doubt that cost Microsoft very much at all, just a little goodie thrown in for those who have both a PS4 and Xbox One and are trying to decide which to get the collector's edition for. Seeing as most people don't plunk down that much cash on a game in general, this isn't an issue for the vast majority of players.
And no one is pretending it's an Xbox exclusive, at all. Please do some research before you blindly bash companies. The Witcher 3 is being advertised as a PC game first and foremost, since the Witcher franchise is a PC one. Consoles are completely secondary.
