Extremely cold in the north, nah. More like a local anomaly due to changing weather patterns. The cold winter and cooler summer in southern Ontario has been attributed to a persistant dip in the jet stream 
June was the hottest month on record globally. That jet stream change and polar vortex effect provides cooler tempetarures where I live, most of the earth is well in the plus though.
