Cost, I blame Kinect. If the peripheral wasnt mandatory I feel the XBox would have matched, if not slightly exceeded the PS4s GPU. They made the wrong bet.

Tbh I doubt that, if that breakdown of the consoles is correct.  Microsoft are software experts, Sony are hardware experts and knew where to cut costs so they coud invest in more power in the console, for the X1 to be more powerful Microsoft would have to be willing to sell it at a loss.
