Should remakes/remasters be in the running for GOTY awards?

No for both.

The only exception i would consider is a modern remake of something so old that the remake is almost like a new title. Something like Final Fantasy 6 remade as a modern 3D FF title. I'd consider that a valid GOTY nominee.
