Definitely a remaster people! Things were touched up, new lighting was added but they did not recreate all of the graphical assets from scratch they just optimised them.It is the prime example of how a remaster should be done but is definitely not a Wii U game build from the ground up.
Halo Master Chief collection is a remake, even if old code has been used. The graphical assets are all entirely new, not simply retouched.
