Another thought: Padib's power, on a mafia side, is horrifically broken, but with the town potentially having a bodyguard, doctor, and a bulletproof vest, perhaps the mafia having a mayor isn't too farfetched? I still think padib is almost certainly town, but I figure I should mention this, so as to leave no stone unturned.
