While what you say is true, you also need to keep in perspecitve that the Xbox was needlessly overpowered for it's gen, much like the PS3 was. The PS2 was considerably less powerful than the GC in many ways, but it managed to pull of a hell of a lot of really good games, and for that matter, the Dreamcast, while launched way too early, was also part of that gen, and also managed to, while being even less powerful than PS2, still have some impressive games of it's own.
So system power is vastly overrated. Throwing more "bits" or ram and polygons at something is not going to automatically equal better games. This has borne out time and time again. Wii U, for example, certainly needs more games, but I think by the time this gen is over, it will still boast some of the best (and best looking) games of the generation.
