I don't think think you know what licensing fees are. Licensing fees are like a website having google search, that is when a company gets money. Where do you see any Windows licensings on steam or humble store, etc. There aren't any. And why are you bringing that up? It has nothing to do with gaming, I might as well bring up how Sony makes money from movies. The only money Microsoft makes from gaming, is when they publish their games like Ori and the Blind Forest and Project Spark when they release on PC.

Every driver your PC uses for its gaming components has to be licensed for windows. Every game engine
that runs on windows has to be licensed. Every peripheral(keyboard, mouse, controller) that runs on Windows has to be licensed. That all pertains to gaiming. You might not see these fees but companies who produce these products do and they have to pay Microsoft for it.

Business doesn't stop after the transaction between consumer and producer. Behind the scene flows money directly into MS's pockets.

Money that wouldn't happen or would be less if there was no gaming on PC.
