Which is great and all, except Phil didn't actually say that did he? The writer said that, making the same inaccurate extrapolation you are.

KylieDog is correct. Neither of us are saying that this excludes the game from ever coming to PS4. But you're looking for a confirmation that simply is not there.

As of this moment, no member of the public has any reliable information that they'll ever play Rise of the Tomb Raider on a PS4.
