Electro-mechanical games aren't video games.

 

The biggest improvements were probably microprocessors (you would only have stiff like PONG without them) and exchangeable cartridges. 

They are arcade games though, and an early predecessor.

Going just by just by traditional video games, the first was introduced in 1971, still predating the Magnavox by 4 years.
