Vigilantes are town-aligned, they can kill at night, they usually have limited shots.

As for a Mafia with a bulletproof vest, I would say it's very unlikely in a game with one faction but possible (though not common) in a game with two factions.

It's also very possible for a serial killer to have one, or for a mafia to have one when the game includes a serial killer.
