Likely due to the fact that there is little quality control when this happens as all the money exchanges hands long before release and even before development. When that happens it can cause issues with trust in the gaming community and cause a loss of sales all around the board. The developer studio or publisher get their money no matter how it sells. Often it's the publisher and not the developer as the contract between the publisher and developers are separate.
Gotta figure out how to set these up lol.
