Risky indeed, but so much more surprising. If they made the teasing longer, theories would have emerged, and we would pretty much know Silent Hill was coming back. Just like the teasing for The Phantom Pain.
But this has taken everybody by surprise.
Just because you have an opinion doesn't mean you are necessarily right.
