Considering Tomb Raider sold a lot better on PS3 and PS4 than it's counterparts I would say so. However, the wording highly suggests a timed exclusive.

Tomb Raider sells like Metal Gear,FF and every other game better on Playstation

Microsoft must have paid big to get it even as a time exclusive especially if you consider how they needed big numbers for the last game.
Bringing it exclusive to deadbox is surely a wise choice then.
