If it was a Kadokawa major game, wouldn't he just say "we have a big announcement around the time of the Tokyo Game Show that should help the system's growth"?  Rather than saying he heard it from another game maker.

It definitely reads that way.  But put into context with the rest of the article I read it as a bad translation, hence my comment (Also why I said it could just be one of their games or something more likely, like maybe Persona 5).
