This isn't a hard concept dude. He's saving outlawauron from being lynched. If outlawauron isn't lynched, the power does nothing. If the votes ever change in favor of lynching outlaw, the power saves him. The disadvantage to this power is that it eliminates the one major weapon the town has, lynching. The advantage to doing it how padib did it, that is, using the power and then telling everyone that you used the power, is to not prevent a lynch, but to hopefully influence a lynch. Do we know that the lynch would go to the next person? Or would it just be a no lynch? If it's a no lynch, then padib's power is not only wasted, it's not that useful to begin with, because it prevents a lynch. If the lynch changes from being outlaw to someone else, then the power is actually useful, if used wisely. Right now, you don't think it was used wisely, I do, and so do a few other people.
