If you had RE4 controls in the original RE setting the entire game would be trivial. Zombie are simply too slow to be threatening to anyone that doesn't trip over their own feet. Even the dreaded crimson heads would be trash. Being able to change the camera angles would eleminate any sense of suspense the game could create. Foreboding noises from an enemy you can't yet see instill far more dread than anything you can see from a distance, especially on the first playthrough. Being unsure is the source of suspense.

what about raising the amount of zombies? and slowing the main players movment down

If they raise the amount of enemies and slow character movement, there has to be a power up to players to avoid the game becoming cheap and/or unplayable. The player always has to be more capable than the enemies or a game can't be beaten, and the more capable the character the less horror you feel.

While even with the slow enemies, fixed camera, and tank controls you're obviously more capable than the enemies, it still has tools to create dread that just don't exist with free camera and super smooth RE4 control.
