Well, it's the easiest way to tell the status of human rights and equality in a country and how 'civilized' it is. Discrimination of some groups is a bad thing, especially when there is no rational reason to.

I will never understand how you put into direct relations 'civil level' of a country and the way its citizens fuck. For me civil and culture level of a country described by totally different things.
