Well without reading all the posts I missed this is my take:
No when Multi plats that are going for parity are the case. They will be the same regardless of console for the most part, however many will still have the definitive editions on the PS4 and that's because of exclusive content.
Games that are not going for parity, yes they will look better. Right now the difference is noticeable, but not huge. As this generation goes on, the gap will widen as the stronger of the two consoles (PS4) will have its power tapped. People can talk about the power of DX12 and the 10% that has been opened up because of the change of stance on Kinect however, that does not mean much as Sony will see improvements just as the XB1 and the fact that the hardware is just simply put more powerful.
Sony seems to be getting some big exclusive content this time around so for the most part many multi plats will be a better buy on the PS4.
