Both the Xbox One and the PS4 CAN easily hit 1080p/60fps...if developers dial down the "whiz bang" effects a notch! Hell, my Playstation THREE hits 1080p/60fps on some games (and I think "Virtua Tennis" on XBox 360 did as well). It's a balance betweeen frame rates, special effects (like particle effects and shadows), and resolution.
Personally, I think Sony did a GREAT job with the hardware, considering the selling price! Microsoft...not so much.
