LOL not this narrative again, you don;t have a clue....l The PS4 is soundly beating x1 in territries both are in.....
Thoose small territitries only made up 5-10% of 360 sales, it will be worse for x1, these are small and sony dominated. You can also get an x1 there easily already.
The x1 is already in the largest territories it gets 90% of sales from, so where the heck are these territores going to "Even the playing field"? They might add 1-2 K a week max, still will get doubled WW by ps4.
