It's pretty simple.
True, Sony doesn't give developers or publishers hard cash for exclusives. Their deal is the folowing: for every dollar a publisher spends on a PS3 exlusive (or timed exclusive), Sony ads a dollar of their money. So by making Haze a timed exclusive, Ubisoft doubled their promotional budget. Worldwide. That's a LOT of money.
MS just pay hard cash for exclusives. Like the 50 mil for GTA4 DLC.
I too think that steinberg's an ass. But frankly, I finished San Andreas after more than a year, at a time I had nothing else to play. And I never Finished the PSP versions. So if GTA4 is as big as they promise its going to be, extra side missions are not a big factor in deciding which platform I'm gettin it on. Maybe the DLC is just side missions and they're not that good. Maybe MS wil overcharge, to recoup their 50 million loss. Maybe I'll be playing Little Big Planet by then, and getting a gazillion pieces of DLC for free with that game. Or Resistance 2, with 31 of my clan members.
GTA always shifted way more copy's on PlayStation than on Xbox. So I think it's release will boost PS3 sales more than it does Xbox 360 sales.
