Well here are the ones I highly recommend.
These are the best of the best painstakingly collected over years. They all elevate themselves over other bland fan service shows by comedy, plot, artwork or characters.
Sora no Otoshimono - Hilarious and some of the best drawn boobies in animation. And it actually has a plot!!!
Sekirei - Combines great harem with action
Freezing has lots of Ecchi but goes straight into drama territory. Very touching story actually and lots of unnecessary skin
Hyakka Ryouran Samurai Girls - hilarious and lots of ecchi
Kanokon - plenty of "foxy" action and also funny
Panty and Stocking with Garterbelt - not as much skin but probably THE ecchi anime out there. Posting a single sound bit of this anime in this forum outside of the NSFW section would get you permabanned
Rosario + Vampire - Just a lovely harem with lots of colorful characters and many staple ecchi situations
Koihime Musou - A must watch for everyone who hates male characters and loves plenty of yuri. It has the biggest female cast of every anime ever. Look forward to 50+ scantily clad warrior princesses having fun ;)
Agent Aika - Legendary pantsu anime. If you haven't watched this, you haven't watched pantsu. Also quite funny withsome interesting plot.
Date a Live - Just a fun harem anime which gets even better in the second season!
Highschool DxD - Bouncy fun with some plot.
Kiss x Sis - Plenty of perverted incest action. Actually quite nice art.
Seikon no Qwaser - Boob anime extraordinaire. What Agent Aika is to pantsu, this one is to mammaries.
Seitokai Yakuindomo - Very funny and perverted anime almost completely free of fanservice. Watch it with your girlfriend!
Strike Witches - Great story and lots of sexy underaged girls. DO NOT watch it with your girlfriend!
Also some classics:
DearS and Girls Bravo - animes that pretty much helped kickstarting all this harem and fanservice goodness. Great examples of the Magical Girlfriend genre.
Queens Blade - If you haven't heard about that, I don't know what's wrong with you. Usually the poster child for everyone who wants to demonstrate how depraved and stupid anime has become ;)
Ikkitousen - Great classic with lots of martial arts action and clothes made out of thin paper.
I didn't have time to find pictures and gifs of all this goodness but maybe someone will. And maybe put this on the front page? ;)
