It never was one. The game has 2 hours of cutscenes in a 15-16 hour campaign. Whoever calls it an interactive movie is delusional. Every third person shooter ever is an interactive movie in that case. Gotta love when a game is so good that you have to make up things like it's in a different genre. 

Interactive movie is not defined by hlthe proportion of cut scenes, it is more defined by the extent to which you are largely a spectator during gameplay. And of course anyone who claims TLOU makes you largely a spectator in gameplay has never played the game, nor even watched many hours of let's play videos. It is a fairly standard third person cover based stealth-action game. There's way too much melee in the game to be called a shooter IMO; unless you're playing on easy with plentiful ammo and weak enemies where you can more or less gung ho your way through it and not even bother with cover or stealth.
