Nope.Kramer was first. This guy is just a greasy soap operah actor(that's obviously terrible at acting like all soap operah actors) that enjoys grinding on other greasy guys. He obviously ripped off of kramer and the whole persona is to appeal to the % of his fans that happen to be homosexual males. So yeah there is only one assman and that's Cosmo kramer. He's got this guy beat by around 10 years.
