dont know where you got those from http://news.xbox.com/2014/07/xbox-one-launch-in-china-september  the suggested retail price is between 99 to 248 yuan  which is between 16 to 40

Online retail prices in mainland china, as well as in-store prices for preorders in china, too.

I should probably use this moment to state that while I live in Japan, I work for a company based in China designing and manufacturing PC, Console and mobile addons/accessories. so I am in mainland china and around HK a lot.

Prices across china are more or less the same as the prices in the US, and for virtually all hk/china residents, that's what actually matters.

So the middle class will be stuck with an expensive gimped console, while the rich will just sneak in non-China consoles and uncensored games.

Sony and Nintendo will be in the same boat. So it's equal opportunity shittiness for Chinese console gamers. Probably a reason why console gaming will always be shit and low popularity in China for the forseeable future. It's easier for gamers to find workarounds for internet blocking on PCs.

There is virtually no sneaking involved at all, the console is freely available both in stores and online in HK/China, the grey imports (american consoles/games) aren't even overpriced, the retail preorder price for the official chinese xbox one is actually higher than what the grey imports were selling for to begin with, so what's going to happen there is grey import prices increasing to match the local release, or because theyre not region locked, actually jumping to be even higher than the legit releases, thus overall sales decreases.

Will be the same for everyone, the situation in general with flashcarts, piracy and clones should give a good indicator of how much most chinese actually care about bans and laws, anyone from any walk of life can, without any issue, walk into a store in china or hong kong and buy any of the currently released consoles, and walk home without issue.

It has been that way since the ban was introduced, and regitimate releases do very little in the longrun, the restrictions that get added to local machines in order to legally sell there, negatively impact the sales as much as the additional advertising from legitimate availability positively impacts it.

Basically put, sales won't change much, if at all, we'll just get a slightly better idea of actual sales there (though still way off thanks to grey imports).
